Is it possible to restraint the BW usage of 1 or certain range of IMSIs on the radio level?

Any feature on eNodeB level or MME?

I know there is a feature or PGW or VEPG level for IOT-A, but on 1 user level; I want something on aggregation level to bridle the SI/SGi interface utilization (mainly for LTE Technology).
