I have a question regarding mobility in LTE.
Is it possible to perform HO to a barred cell?
Ericsson Network.
Cell barring is only applicable in idle mode while accessing the cell.
Incoming HO is allowed even when cell is barred.
To avoid incoming HO we have to blacklist the cell.
In neighbour to neighbor relation when you barred a cell then that particular cell to that target cell would perform handover in that target cell in dedicated mode.
If you barred a cell then only acces won’t perform but your incoming will be performed on that cells with any target cell.
If cell is barred and reserved then it will carry incoming handover traffic?
Yes, it is possible.

Yes. Barring is always for initial access, not for Mobility.
