Is it possible for network to allocate UL grants without any Scheduling or BSR request from UE?

Hi All.

For LTE is it possible for network to allocate UL grants i.e. DCI format 0 without any Scheduling or BSR request from UE?

Does such scenario exist?

msg3 is given UL grant without SR or BSR, right?

I don’t know about LTE but with 5G NR there is UL configured grants.

Ok. For LTE I think no such functionality for network initiated UL grants.

What this UL configured grants?

I think Prescheduling is a technique that is used by many vendors to allocate PUSCH resources for UEs in advance without receiving any scheduling requests (SR) or buffer state reports (BSR),
so UE can respond very quickly when data transmission starts without any needed signaling for PUSCH allocation which will reduce download time.

How does a gNB schedule an uplink grant in the exact SFN/slot where an RRC uplink message (such as RRC Setup Complete or RRC Reconfiguration Complete) needs to be sent, without a Buffer Status Report (BSR) being sent in advance?

Any insights?
