Is CIO value defined against NBR applicable for both RSRP/RSRQ?

If trigger quantity will be RSRQ based then same CIO Value will work?

Yes, even with RS-SINR as well.

CIO Value range is - 24 dB to + 24 dB, while RSRQ range is -3 dB to -19.5 dB.

Ideally CIO range for RSRQ must be in between -3 to 19.5 dB.
