The combination is technically possible, it depends on the capabilities of the specific device and network you’re using.

If we lock L21 Cells will it affect NR 700 cells also?

If anchoring / latching is defined for L21 cells with NR 700 then it will do affect the traffic for that specific UE, not for whole network.
The whole network traffic depends what is priority of primary LTE cells With EN-DC.

The band B1(2100Mhz) and N28(NR_700Mhz), for ENDC(5G_NSA) is it possibles, however depending of UE Capabilities for this Band Combinations.
One think we ahould underatand EN-DC is not a CA. EN-DC mean E as EUTRAN is an Anchor and N as NR is slave or seconday layer. For Accessibility, NR needs 4G Core means MME. Most applicable optin is 3X.
MRDC is the so called CA b/w LTE and NR.
Because in ENDC UE only use 5G resource for Data if UE latched on 5G through 4G Anchor. For CA mean UE are using the multi layers mean more than one band or carrier for Data.
