Is a measurement gap necessary in an NR base station (BS) operating on both FR-1 and FR-2 frequencies?

Hello dear Experts,

In cellular systems, the user equipment (UE) can request a change in the frequency band when its rate drops below a threshold on the current band. The UE is then instructed by the base station (BS) to measure the quality of candidate bands, which requires a measurement gap in the data transmission, thus lowering the data rate.

Is a measurement gap necessary in an NR base station (BS) operating on both FR-1 and FR-2 frequencies?
Can a near real-time intelligence help the BS with the radio resource management?

Measurement is must to scan other layer/inter system’s frequency - while changing frequency we consider that as hard handover, measurement gap functionality is developed UE side. So whenever UE goes into measurement gap throughput degradation observed.
