Initiate VoLTE calls even with mobile data / Wi-Fi OFF

Hi Guys.
I shutdown mobile data and also wifi is off.
But I am able to initiate VoLTE calls.
Is it normal?

But there is no LTE mobile data.
It should return to 3G or 2G.
But it is not.

It’s on default bearer. On signalling.

But i can initiate call it means dedicated bearer is also working which is qci.

Data & IMS bearer are different, in case you want to perform CSFB, disable IMS/VoLTE switch.

Turn off data on phones mean that UE is not connected to internet pdn, but still connected to mme & ims pdn. So, volte call is still normal.
