One of our cities got flooded and many sites are down as a result we are experiencing high traffic (CS Traffic (Erl)) and DL Power Congestion on 3G.
I have expanded thresholds on UCELLCAC DL parameters but to no avail.
Anyone with similar experience?

Yes, it’s the same experience too SD and TCH blocking high.
Cut de data PS and leave only CS.
This will free resources on all cells.
For 3G also check maxtxpower, the power pool, if it is shared with LTE, e.g. for the same band 2100 you can check if L2100 power can be reduced to free it up for 3G.
This will help with 3G power cong too.
You can also tune CPICH to offload incase one Site is more loaded than another.
If soft expansion is possible on 2G,and it can subside 2G blocking, relax 2D/2F thresholds to shift traffic to 2G.
Also similarly can change CSFB priority and srvcc to 2G if set to 3G.
Soft expansion is ongoing on 2G though the number of cells down not helping matters.
Since both 2G and 3G are experiencing the same issue, shifting traffic to them is causing more problem for them.
How can I get top neighbors on LTE based on attempts? (Huawei)
For 3G, turn on automatic congestion handler.
And for 2G you can use Vamos halfrate.
From issue description I see your 2G/3G network got slashed at the moment, (unavailable cells, trxs…etc).
Wait until operation teams solve these blackouts 
Enable 2G OSC it might help.
Switch off gprs and commercial bc timeslots.and replace it to DHR
3G/2G idle , connected mode mobility (including inter sys) to steer from bad to good sites.
increase FRU/FRL thresholds in 2G
Check no site got prohibited PLMNs.
