In LTE, how the UE will know whether the cell selection / reselection is based on RSRP or RSRQ?
On LTE release 8, using RSRP for selection and reselection.
After that release RSRQ also for selection and reseletion.
UE gets system block info for getting selection and reselection parameters.
But I can’t see any parameter in .SIB to indicate whether it is RSRP or RSRQ based
If there’s no s-IntraSearchQ or s-NonIntraSearchQ in SIB3 then reselection only follow RSRP rules.

Believe you can have it either RSRP, RSRQ or both.

The measurement quantity depends on UE or Network Configuration?
Network Configuration.
In case Nokia, there are parameters to define measurement quantity for HO but didn’t find any for reselection.
Also, it says RSRQ based reselection parameters are not recognised by UE < Rel9.
I might have confused HO with reselection… You might be right for reselection!
Interfreq & intrafreq measurements for idle mode reselection can be initiated based on RSRQ using the following parameters:
- SintrasearchQ
- SnonintrasearchQ
However the ranking criteria for reselection controlled by Qhyst is always based on RSRP.
Intra Freq and equal priority inter frequency cell reselection is based only on RSRP. Rest can be either on RSRP or RSRQ.
Qhyst is only used in case of equal priority, isn’t it?
Yes. Intrafreq or equal priority interfreq.
