If we see a 360 Pixel video in 3G and 4G , would there be any difference in data used between 2 technologies .

Yes. 4G data rate codec is high and HD also supports.
You can check on Youtube with both there are difference.
Also content policy controller would support diff QoS.

If picture quality is same, then also 4G consumes more data?
