If Policy Control Function (PCF) is down will it affect both 5G SA and NSA? Or just SA?
Policy Control Function (PCF) controls that the user data traffic does not exceed the negotiated bearer(s) capacities.
PCF is part of 5GC.
So SA and NR DC if evolved eNB.

It depends what PCF is being used for.
PCF may or may not impact the network.
PCF can be bypassed easily, I don’t think it will affect SA access.
Just QoS and rate limitations at option 2.
NSA most probably 3x so only PCRF.
It Depends on where PCF is sitting and whom PCF is taking to… If PCF is taking to combo-pgw(SMF) and supports Rx then it will Impact your voice calls on IMS and Internet bearer for NSA.
In Strict 5G deployment it will impact SA If your deployment has only PCF but not Combo PCF(PCRF-PCF Combo).
Bypassing PCF in Operator network will impact the charging for users very badly Unless Offline-online charging combination and switching , volume monitoring is available on Sy/CHF node which is highly unlikely
Very Interesting topic.The question is will it effect?It most certainly will .In IMS perspective yes It will effect dedicated bearer establishment.Can we avoide it then also the answer will be absolutely yes.What if PCRF /PCF is not available for IMS only but available for PS will the voice call still work.Absolutely yes it is not mandatory to have a voice dedicated bearer to have voice session.Will it effect the charging of voice call,lets say online and offline charging of IMS ? No Since Voice call get charged from Ro and Rf interfaces.Which are both IMS interfaces nothing to do with PCRF.
