HSDPA HO from ALU to Nokia leads to Throughput equal 0

Hi dear Experts,
I have a problem in 3G network Nokia - Alu.
When UE in HSDPA donwload made HO from ALU to Nokia Throughput decent to 0 and no recovery, and when made NOKIA to ALU the throughput decent for no 0.
Anybody know what can be the issue?

Which SW version you are using for Nokia BTS?
Are you using Nokia IPA RNC?

Check in the core network the RAC creations, discard wrong configurations in the SGSN.

WCDMA 18 is version SW.
All check is correct for RAC and SGSN.

You might need to check HSDSCH credit allocation from logs.
