How to make VoLTE calls more robust and less susceptible to packet delay and congestion in the backhaul media?

First of all you have to find the routes RTP packts are lost and then discuss with transmission engineers to fix it.

Try to see RTP packets sent and not received in good RFfor both UE.

This is usually transmission network fault.

For this you have to activate u=plane pcap files E2E on both UEs.

For VOLTE and depends on codec implementation variable EVS / AMR codec rate may help on increasing robustness on cell edge and during congestion as it may help to reducing bandwidth usage, from RAN perspective it is a tradeoff lower QCI 1 BLER TARGET may help on increasing the robustnes by converging through lower MCS but increase RB usage higher max HARQ also increase robustness but increase the overall delay and jitter as higher retransmission may lead to higher delay also SPS may help in case of congestion and TTI bundling on cell edge.
