Is there any way to lock 4G cell on specific users?

Yes. Configure UE with Operator Configured Access Class and on eNB only allow that specific class. Normal users will not be allowed on that cell.

I agree. How about closed subscriber group? CSG can also be an option for this usecase, right?

This can stop users from initial access, not incoming handover.
