SAR value is measured by placing a dummy model of a human head or body, filled with a liquid that simulates human tissue, next to the phone. Then, sensors measure the amount of radiofrequency energy absorbed by the dummy model. So, to measure it, you must have the equipments, or pay for a laboratory to do it.
