How does Channel Element consumed by different services are determined?

How does Channel Element consumed by different services are determined?
I mean by NodeB.

For Huawei, in document it will show no of CE consumed for each service, AMR is 1 CE, higher HSUPA speed more CE consumed, CE only in uplink.

Yes in huawei nodeB capability for processing one 12.2 AMR service is equal 1CE, so for high CS&PS services more CE will be consume
