Yes, the gNB can use the same HARQ, ID in downlink for both the connection Resolution and RRC setup message within Msg4

I have always observed different DCIs for both messages.

However, it is possible for them to have the same DCI.

Here, the same DCI refers to both messages being included within a single DCI.

I have mostly observed DCI_1_0 for both.
