My source site handover prep with off air site and failing. Strange
Anyone seen this issue?

Need to delete the neighbor relation with off-air site.
Yes, I can make handover not allowed.
But how can I have preparation attempts? 
Depending on the off air configuration wether locked or disabled, some off air sites still emit power and can be measured by NBR sites.

Availability is too zero of that.
I think there might be PCI confusion issue with other On Air sites.
