An interesting case of a situation where in the entire city we have a very poor RSRQ level for LTE 1800 and 2100 MHz while the RSRP and SINR levels are very good. Downlink interference is normal. Does anyone have an idea of ​​the cause of such discrepancies in the case of quality parameters?

Usually low RSRQ values show high load. It could be your case. Check OSS statistics on total DL data
