One doubt regarding Blind Handover: How to decide the best target cell in a transfer from primary cell?
Is it based on only link quality?

Well, it is blind, so no measurements whatsoever… This type of procedure is predetermined by you, the engineer, via the network configuration. You determine the handover relations and the network will enforce them.

Blind handover, UE will not report neighboring cell quality.
Source cell will rank all possible target cells/frequencies based on:
1- priority
2- traffic load or user number

Only useful when target cell is totaly covering the source cell (for example micro to macro) , otherwise you will be in troubles :stuck_out_tongue:
