Sum of the time when cell is in congestion, in seconds.
On cell or transmission link?
Does it relate to cell bandwidth or transmission bandwidth?
Flow control is also for RRC storms but also Huawei uses flow control for transmission.
So no idea at this point.

Counter is not related to UCELL , its related to NODEB.
To resolve, does it require an increase in transmission capacity?
Can also be due to errors in the TX Link.
It’s better just to mention there are limitations in the IuB.
