Flexible PCC Carrier Selection in 4G/5G CA Combinations

Dear all,

Is there any feature in 4G/5G Carrier Aggregation (CA) that allows flexible PCC (Primary Component Carrier) selection within a combination set? For example, if the set includes f1/f2/f3, can the eNB select the PCC dynamically based on factors like signal quality or UE CA capability?
