FDD vs. TDD in NR (NSA) Carrier Aggregation: Must FDD cells always be PCC?

For NR (NSA) carrier aggression between FDD and TDD, is there any requirement to keep the FDD cells as PCC or in higher priority regardless of Bandwidth?

I think there is no strict requirement that FDD must be used as the PCC.

However, FDD bands are often preferred as PCC because they usually provide more consistent coverage and lower latency due to their continuous transmission (in contrast to TDD, which has to switch between transmit and receive modes.
