I have a question: How can I balance ENDC across all my LTE cells?

For example, I have two carriers on 2600 MHz, two on 1800 MHz, two on 2300 MHz, and another two on 1800 MHz. Currently, ENDC is only active on the 1800 MHz band, while the other bands are not establishing ENDC connections. I want ENDC attempts to be evenly distributed (balanced) across all these carriers.
Vendor is Ericsson.
