During CA, if secondary cell has high utilization, does user gets CA?

Depend on thresholds (UE count in SCell, CA UE count in SCell etc)

It is decided whether Scell can be added or not.

Once it is added, it can be used / activated.

But during high utilization time SCELL unable to added…

It’s normal.

During the CA, sCells are Configured based on measurements / thresholds, activated / deactivated based on the data available in the buffer and data is scheduled on the activated sCell if the SINR Threshold is qualified.

Utilization is not checked in any of these stages.

But if the cell is loaded this may potential reduced the SINR which may prevent it from being selected for scheduling the data.
