Difference between UNODEBLDR and UCELLLDR (Huawei's Load Reshuflling)

I’m wondering about the impact difference between UNODEBLDR and UCELLLDR (Huawei’s Load Reshuflling).
Which has the priority?

Usually UNODEB parameters has priority over CELL parameters.

I thought so, but it is just hasn’t been explicitly mentioned in docs.
