Difference between T301 and T311

Hi LTE experts,
Can anyone briefly explain the solid difference between T301 and T311?

T311 starts while initiating RRC Reest, stops at cell found.
T301 starts at RRC Reest Request, and stops at Success or failure.

The difference is when each one is stopped.
T301 Stops at the Receipt of RRC Connection Re-establishment OR RRC Connection Re-Establishment REJECT message OR when selected cell becomes unsuitable to continue further.
T311 stops upon selection of suitable E-UTRA cell OR a cell using another RAT

In other words, T311 is for finding a cell after RLF to send Reest message, R301 is to get out of RLF by sending Reest message.
