is there a kpi or rule of thumb about the maximum time between a request and response message?
It depends on the interface.For and example.R0 interface and Gy interface have little larger tollarance level since those are charging.on the other hand Rf Cx are extremely quick since those are related to offline charging and mobility.Rx on the other hand can vary according to the operator pereference .What I am talking about here is the waiting time diameter peer willing to take per interface per request.
