For LTE

tx2relocoverall-expiry - tx2relocoverall = T304max + T311 + T301 + tx2relocoverallDelta

It includes:

  • t304 which is for RRC reconfiguration
  • t311 to wait for possible reestablishment and
  • t301 time to wait for RRC reestablishment answer
