Decrease IFHO PF Failure in 3G

Hello All,
Do you know how can we decrease IFHO PS Failure in 3G?
Which parameter can be optimized?
Vendor is Nokia.

  1. If both layers are continuous: configure same sector inter freq cells only .
  2. Check the thresholds for HO and compressed mode enter/exist in FMCS/FMCI families.
  3. Check the reason if failures wether it is alarms, resource cong, or radio and resolve accordingly.
