Is there a spec for translating signal strength into bars on a power meter? I’ve an Oppo phone which is showing three bars and which is getting a signal at -85dBm. What strength is needed to light up each bar?

In case of optical power meter there may be option to convert the signal strength into bars rather than using decibels/dbm
