Do you know if it possible to count a successful number of connections which go from 4G to UTRAN using RwR?
At Ericcson we have formula which shows Rate but not a successful Release w Redirect %:
I think it is possible to see at UTRAN side.
Do you know how?

Is there a way to measure the number of successful 4G to UTRAN releases with redirection using RwR, rather than only the rate, and can this be verified from the UTRAN side in Ericsson networks?
I believe this UTRAN-side KPI shown below is what you need, assuming, of course, that the implemented csfb method uses RwR.
