CSfallback to other Plmn

Hello friends ,

We are meeting CSfallback to other Plmn issue in 3g at international border. Here ran system is Ericsson . During CSFB release redirect UE send to 3G uarfcn then after UE tuned him self on other PLMN of 3G network and getting csfb failure. Other country operators also using same 3G frequencies. We are using CSFB stretagy blind redirection.
Following actions taken so far but no solution find yet.

  1. plmnwhite list enable and defined home plmn there
  2. allowendplmnlist defined home plmn in utranfreqrelation
  3. other Plmn relations and external cells deleted and disabled and
