Mainly for commissioning /Integration of any type (company) GPON OLT requires other Telecom operators especially with whom you are asking to provide required bandwidth as desired to handle the availability of users.
The Telecom operator who is providing the bandwidth facility is responsible for providing you the OCLAN ports via optical fiber / Ethernet / mini link.
