Can we set the priority for CA (Carrier Aggregation) combinations?
And what are the parameters?
This is controlled by SCell Priority, the priority of the cell being configured as an SCell.
A larger value of this parameter indicates a higher priority level.
Which vendor?
Ericsson.

And how will it decide the pcell?
On the basis of connectedmodeprio?
Pcell priority.
In eutrancellrelation MO, parameter EUtranCellRelation.sCellCandidate.
Always 20M is high priority and further controlled by coverage, Pcell swap feature and handover when Pcell will be changed.
(P.s but Scell will be removed or replaced)
