So based on the experience if it’s equal to 6s, and paging cycle is 128, what could be the scenario that cause this problem?
Very poor radio condition and deep indoor user. What else?

Think you covered all.
Another could be DRX settings (my guess), but don’t think it can be a cause.

I saw one case before due to EPC is not support the 128, so by returning it to 32 it solved.
But this was old network.
