A drive test mobile connected with laptop based drive test tool & mobile battery is🔋(0%) working only direct charging of laptop, can it degrade SINR approx 30-40%?
Also can it be the reason for the late handover?
Battery-related problems do not affect RF conditions at all.

As far as I know some UE can turn off RF features (such as carrier aggregation or EN-DC mode or MIMO modes) if battery is critically low.
Right, if Batery Saver Mode is activated these can be also.
So before Drive Test better to deselect Automatic Batery SAver Mode etc. features on mobile devices.
