Can measurements be affected by test mobile totally discharged (battery = 0%)?

A drive test mobile connected with laptop based drive test tool & mobile battery is🔋(0%) working only direct charging of laptop, can it degrade SINR approx 30-40%?

Also can it be the reason for the late handover?

Battery-related problems do not affect RF conditions at all.
