Can a single Harq ID be used only once in a Cell?

Hi Experts.

I have one question regarding HARQ processes and HARQ IDs.

Can a single Harq ID be used only once in a Cell?

For example, if we have 3 UEs, then can all three of them use Harq-ID 0 or Harq-ID 1 etc. simultaneously?

OR

Does if a UE1 use harq-id = 0, then any other UE could use the harq-id=0 in the cell.

This happened in one of my demo today and one colleague creating doubts.

One more question: When reading TS 38.321, is it based on UE side or on the gNB side?

Harq id is in a range, and the range is maintained for each UE separately.

Therefore, each individual UE will be using the same harq id numbers.
