It has been a year since we initatlly deployed VoLTE and yet, almost like %4.3 of my users can register on the VoLTE network (Android Devices). and that is because my PLMN is not recognized by Samsung, Huawei, Xiaomi and other OEMs, we managed to add it to AOSP last year, yet, so far the PLMN is still unknown on other OEMs except for Google Pixel.
Recently,by the end of April, GSMA had a meeting with Samsung and they agreed to remove this limitation, thus Samsung and some other OEMs allowed (Unknown PLMN)’s users to attach to VoLTE. yet, it just doubled the number of my users, I had about %2 of my users connected, since then, it had increased to %4.3 of my users.
I wonder if there is any way to bypass this for all older versions of Android ?

Android carrier services doesnt help as well (as there is too much effort, and the certificate seems not be adopted by the OEMs)
the UE insists on (CS-Only) when attachs to the network.
Unfortunately you need to work closely with them to get this done with giants like sasmsung and Apple.They have certain frameworks and standards and you need to follow those to get it done.Work with your countries regulartor who sometimes have an influence in these matters also.

as Apple has already applied my configs from GSMA NSX, yet, Samsung had downloaded my configs like 30 times, yet, they havent applied it .
Process depends on the country here in Australia you need to obtain a device ceertification by acma combined with both device vendor(Samsung ,apple etc.) and Operator.Then only the vendor provide you with the OS build with relevent feature is supported and this is a lengthy process and recently we did it for VoNR.to get the device certification and the build from apple,(final one not Beta versions)it took almost one year and extensive testing.

It seems like I have to wait for them to either pick it up from AOSP or NSX, as I have already tried to reach out to Samsung, and Huawei yet, no luck so far.
