Hi Experts.
For failures of L.E-RAB.FailEst.NoRadioRes.RrcUserLic, any solution other than expansion (e.g. license, carrier) or modifying UE inactivity timer?

Change dominance of neighbouring cells with CIOs so neighbours will grab more traffic.

If a cell has rrc limitation then you can increase the soft blocking call admission control limit from 90% to 95% so more rrc users can get admission

Then you can increase timer T302 to 8 or 16sec, during this time UE waits to re attempt rrc if previously got rejected due to rrc limitation.

Then to reduce incoming handovers which takes lot of rrc resources, you can put negative CIO from all those souce cells to this cell. This can reduce lot of rrc failures

Use Demo License in case there is special event to avoid congestion
