Basically, for power control you need to know the model of that systems.
Any power control problem have an objective function which is usually maximum rate or maximum minimum SINR or other objective function.
This issue is in alomst any system including 5G.
But in 5G you should first know in which system model you want to use power control for example in massive MIMO or NOMA.
So i think you should first determine your system model.
