What is the prerequisite for this System Created object to be created?

GNBCUUP.S1UTermination s1UTerminationId
Contains information about S1 user plane.
Created by the system when the first S1 user plane link is created.
Deleted by the system at node restart.
The RDN of this MO is S1UTermination=1.
Note: Instances of this MO class are SystemCreated.

What are the circunstances for it to be created?
I guess it should be created automatically during the first successful data transferring from real UE connected through this node in NSA mode. It’s like automatical creation of TermPointToSGW in LTE. It’s assumption, I have no configuration experience in NSA.
NRcellDU are ENABLED, cellState ACTIVE, serviceState IN_SERVICE.
Its NRCellCU got cellState ACTIVE and serviceState IN_SERVICE as well. No alarms reported.
Still, no UE connected at any moment 
So, seems you need to connect UE. Did you try? May there be some other configuration issue preventing UE from connection to this node? In this case S1UTermination and S1ULink will not be created as I think.
I am the remote technician, not the field engineer, can’t try to connect my mobile 600 Km away. 
I think there is something created when upgrading software from 23.Q to 24.Q1, still don’t know what it is.
