If I need to come up with a standard Quality range for the below case, what would be the ideal values for Benchmarking purposes?

Related question: In 5G NR does it make sense to specify RSRP RSRQ SNR ranges as Excellent Good Bad etc for each band -( sub 1Ghz, sub 6Ghz, and mmwave)…say 600Mhz RSRP good value may not be the good value for mmwave 27Ghz…?

Usually these values are linked with type of service.
Is it for mobile broad band, V2V, Iot ?
