I mean even for outdoor coverage of mmwave nobody managed to ensure full coverage between sites. It always work in a best effort way.

With mmWave, carpet coverage is not expected at all, it is just to cover big demands confined in small area, where current LTE or FR1 is unable to satisfy demand.
Coverage radius for FR2 is very less compared to FR1 - signal basic law of waves as frequency increases wave length get shorter.
Also FR2 bands have move losses.
mmWave implementation will be specific on use cases, i.e. when there’s a real need by the end-user.
I foresee the utilization will be very low in the next few years.
