What is BO?
Business Object. A reporting and analytics tool used for network performance monitoring.
I checked it already. The given formula is for UL RSSI, and not the UL RSSI per PRB.
There are counters with UL interference per PRB in Huawei.

However, these values are highly influenced by P0 nominal PUSCH.
I would also expect more of a straight horizontal line rather than the zig-zags seen in your picture.
