I am working in 4G now, and after 5 years I have to work in 3G again. 
So, i would like to ask for any help highlighting some parameters to optimize Accessibility, Retainibiility and and improve Throughput.
For initial stage, you need to optimize Selection and Reselection parameters.
Read about Selection and Reselection criteria and tune CIO, than proceed slowly.
