Ís there any free tool to design neighbor cell and PSC for 3G network?

Use atoll it can plane both NBR and PSC

Is atoll able to check current PSC, eg I import all PSC cells and check whether some of them are duplicated?

PSC can be reused but the distance should not be less than 5km, to avoid PSC clash and call drop.depending on the number of sites you have
