Selection or Reselection?
Reading sib1 does not mean UE camped on that cell.
Ex - sib1 does not have matching plmn then UE will not camped on that cell.
So basic criteria is matching plmn and s-criteria.
This happen in initial cell selection.
Camping after RRC release is proprietary implementation.
But UE is instructed on how to deal with reselection at that moment.
Here also UE won’t use qRxlevMin?
So, how will the UE will latch on the highest priority layer if the UE didn’t read the SIB information in the first place?
Yes, initially don’t use but if camping failed then back to normal procedure and will use qRxlevmin.
Again, this is implementation specific and mostly done like this to move to idle state quickly.
UE read the mandatory SIB always during initial camping.
Without camping / selecting cell, can UE read SIB1?
No
Here camping means L1 need to sync with that PCI.
And normally camping word is used when plmn and s-criteria is satisfied.
Layer 1 need to be in sync to read the sib1.
So on RRC releas layer1 will do sync on old cell.
How does it happen?
Is it related to decoding of SSB beam of cell in order to decode its PBCH and to extract MIB?
