UE reporting cqi 3 with good channel condition

Hi Experts,
Channel condition is good, but still UE reports cqi 3 for all the 8 NR cells in NSA test.
Have anyone seen an issue like this?

Is this 8x100 MHz mmWave?

Yes, n260 band cells.

Are all 8 cells with same PCI?

Cells are of different PCI.
