It is 3 seconds how long the measurement gaps last see timestamp in my picture for those 2 arrows in red.

Gap 0 correspond to mgl 6 ms
Table 8.1.2.1-1 3gpp 36.133.

Yes but it is about how long in time those gaps are active.
And it is 3 seconds in log.

But I’m thinking why it need to reconfigure again after SCG release.

Here is another case:

20 seconds after HO to a new LTE cell and B1-NR config is not sent to the UE.
Every time is 20 seconds.

It looks like penalty timer.

I am thinking there is a timer (prohibit timer) for this.
